The International Institute of Humanitarian Law is still accepting registrations for its Specialised Courses for Directors and Instructors of Training Programmes in the Laws of Armed Conflict (LOAC) in English and French. E-FAITH launched the campaign for a European Industrial and Technical Heritage Year ( www.e-faith.org) . It was therefore launched an appeal to all heritage organisations, local preservation groups, associations for regional and local history, associations of museum friends and friends of heritage sites, etc. to endorse this campaign by approving the memorandum pleading for the European Industrial and Technical Heritage Year. The aim is to have the support of at least 250 organisations from at least 15 European countries before contacting the EU and the CoE. The kick-off meeting of the EC Project ExCHange (Experience for change within the Cultural Heritage sector), took place in Istanbul 27- 29 of July. A project led by the Turkish NGO Friends of Cultural Heritage (FOCUH) to promote the civil society dialogue in cooperation with WATCH (partner in the project) that was represented by a delegation at the kick-off meeting. The KoU is also attentended by the associates members: University of Kocaeli, University of Rome Sapienza and the Municipality of Korfez. WATCH announces that the project “Experience for Change within the Cultural Heritage sector” has been entitled to receive a Grant from the Turkey and EU Civil Society Dialogue II: “Culture & Art Component”. Within the scope of the program, a total grant of 2.2 million Euro is allocated to culture and arts projects proposed by non-governmental organizations. Exchange is one of nineteen projects wich were selected out of three hundred proposals. Friends of Cultural Heritage/KUMID-FOCUH (http://www.kumid.eu/en/about.php) Istanbul, Turkey takes part in the project as Project Beneficiary whereas University of Rome "Sapienza", Italy (http://www.uniroma1.it/default_e.php), University of Kocaeli, Turkey (http://www.kocaeli.edu.tr/int/) and Korfez Municipality (http://www.korfez.bel.tr/tr/Default.aspx) are the Associate Members of the Project. FOCUH (Friends of Cultural Heritage), located in İstanbul, Turkey, participated as CSO to session: Contribution of civil society to the preservation of cultural heritage of People to People 2 Program (P2P) held in Brussels, Belgium from 29 March- 01 April 2011. The P2P Programme is funded by the EU and DG Enlargement with the assistance of the European Union Delegations in the beneficiary countries. It is entitled to candidate countries (Turkey, Croatia and the Former Yugoslav Republic of Macedonia) and potential candidates (Albania, Bosnia and Herzegovina, Kosovo (UNSCR 1244), Montenegro and Serbia). P2P aims to support the role of beneficiaries countries civil society organisations at regional, national and European levels; by providing the possibility to visit, learn and create networks with EU institutions, EU relevant umbrella NGOs with a view of familiarisation with the EU policies, programmes, initiatives and best practices; and to facilitate a better mutual understanding, in the perspective of future enlargement and partnership building. The International Institute of Humanitarian Law open registrations for its Contemporary Workshop on Rules of Engagement (ROE) from 12 – 16 September 2011. Split into two parts, the first part (2.5 days) will focus on the development and drafting of ROE. Using the recently published Sanremo ROE Handbook as a reference, participants will be invited to draft and discuss ROE for a variety of hypothetical missions/scenarios. The focus will be on multinational operations and the practical aspects of their construction and implementation. The second part of the workshop will take this focus on multinational operations and focus on the interoperability challenges which arise from applying ROE in a multinational environment.
With presenters and syndicate facilitators drawn from a wide range of countries, including those experienced in NATO, UN, EU and other multinational operations, participants will have the opportunity to discuss lessons learnt as well as be able to exchange differing national perspectives on ROE.

WATCH announces that: The Municipality of Mtskheta (Georgia), in cooperation with the Delegation of the European Union to Georgia will host a Focus Group on March the 25th within the framework of War Free World Heritage Listed Cities, a project co-financed by the European Commission EuropeAid as a part of the ENPI programme CIUDAD. - - - - - A thirty months initiative designed within a partnership between the Municipality of Mtskheta (Georgia), the Council of the United Municipalities of Jbail (Lebanon) and the World Association for the Protection of Tangible and Intangible Cultural Heritage WATCH (Italy), in association with the Friends of Cultural Heritage Society FOCUH (Turkey) & the Network per il Restauro Avanzato NEREA (Italy) the project focuses on urban and regional planning for cities that are registered in the World Heritage List and located in critical areas being exposed to the threats of conflict. Risk Preparedness Plans and Risk Mitigation measures will be defined for the cities of Byblos in Lebanon and Mtskheta in Georgia to abide with the Guidelines issued in 2009 by UNESCO for the implementation of the Second Protocol of the 1954 Hague Convention for the Protection of Cultural Properties in times of armed conflicts. The kick off meeting of the CIUDAD programme took place in Bruxelles 21 through 23 June together with the closing event of the Med-Pact programme. A 14 millions Euro EC AIDCO funded programme CIUDAD will reach an end in 2013. The three days meeting was organized to also enable the projects launched within the new programme to take advantage of the experience, thematic but also procedural, gained by the Med-Pact projects. This will enable the 21 projects financed under the EC AIDCO ENPI instrument to have a smoother project implementation.
WATCH is partner in the War Free World Heritage Listed Cities project, within a partnership which is represented in Georgia, Italy, Lebanon and Turkey.
